Educational systems differ from country to country, but they all share some characteristics. Among the most common is pressure on schools respond local economic demands and implement policies strategies required ensure efficient skilled human capital. As a result, main issues concerning financing education system, existence of educational corruption, quality are concerns that arise in every region undergoing reform, therefore viewed as universal issues.
